SVEC Alerts Members Paper Bills May Arrive Late
ROCKINGHAM – Shenandoah Valley Electric Cooperative is aware of the late delivery of electric bills for some members because of ongoing challenges facing the U.S. Postal Service.
SVEC members have several ways to view their account information or pay their balance:
Per recent General Assembly action, nonresidential members are no longer covered by the disconnection moratorium. These members should contact the cooperative for more information on payment arrangements
Members can follow along for updates by visiting svec.coop and the cooperative’s social media channels.

**FROM THE DESK OF THE CHIEF OF POLICE AND THE TOWN MANAGER**
We have fielded several complaints regarding dogs running at large. We have also had complaints about dogs being walked at the Town Parks and not being on a leash.
We would like to request you help us keep your pets safe and remind the public of the following leash law in Town whenever pets are off your property:
Town Code Sec. 10-37. - Dogs running at large.
(a) It shall be unlawful, during all the months of the year, for the owner of any dog to allow such dog to go upon any public street or square or to go upon the private property of another person, unless accompanied and held in leash by a responsible person.
(b) Members of the police department shall have power to seize any dog found off the premises of the owner of such dog unless such dog is accompanied and held in leash by a responsible person, as required by subsection (a) of this section.
At this time we would also like to inform the citizens of the new animal laws that will become effective July 1, 2020. There are some substantial changes to companion animals that are kept outdoors.

Beginning January 1, 2021, it will be unlawful to operate a cell phone while driving a vehicle in the Commonwealth of Virginia. Violations can subject to fines of $150 on the first offense.

Beginning January 1, 2021, any person using a Department of Wildlife Resources (DWR)-owned or managed facility, including boating access sites, must have a valid Virginia hunting, trapping, or fishing permit, a Restore the Wild membership, an access permit, or current certificate of boat registration issued by DWR to use the facility. This does not apply to persons under the age of 17 or passengers with a permitted operator. The operator must have a permit.

Notices:
- Meeting notices and documents for all electronic meetings can be found on the Town’s website at www.townofshenandoah.com or on the Town’s Facebook page at OfficialTownofShenandoah.
- Anyone wishing to listen to the meeting may call 1-800-832-0736 on the day of the meeting, no more than 5 minutes prior to the meeting time. This access number will remain the same for all meetings, unless otherwise noted.
- Public comments WILL be accepted during regular (twice monthly) electronic Council Meetings. These meetings are held on the second and fourth Tuesday of each month at 7 p.m., unless otherwise noted.
- Comments will be taken during the “For the Good of the Town” section on the agenda.
- Speakers must identify themselves when speaking and are limited to 5 minutes each.
- Speakers should keep in mind these electronic meetings are only authorized for essential Town business and are limited to the discussion of action items only.
- Written public comments should be submitted at least one hour prior to the regular meeting, or the public hearing, to the Town Clerk by email at ljenkins@townofshenandoah.com. Please include your name with these comments to allow for proper identification during the meeting.
- Public comments WILL be accepted at all Public Hearings as specified on the agendas.
- Elected Officials and Staff will always verbally announce themselves when entering and leaving an electronic meeting.
- Elected Officials and Staff will always verbally identify themselves prior to speaking.
- All votes taken will require a roll call vote of the Elected Officials.
- Mayor Lucas will take a roll call of ALL Elected Officials, Staff, citizens, and members of the media present prior to the beginning of all meetings.
- Visitors will be asked to identify themselves if they are listening to the call, for minutes purposes.

- Enroll in EZ Pay: This payment option allows the amount of the electric bill to be automatically deducted from a member’s bank account. This optional, secure, safe and free service means the member no longer needs to write a check, go to a payment center, use a stamp or worry about late payment.
- Download the MySVEC App: Available for both Android and iOS devices, this free mobile app allows members to view and pay their current balance (along with other features such as reporting an outage and receiving outage restoration information).
- Set Up an Online Account: Members can visit svec-online.coop and register their account to access their information, pay online or enroll in SVEC programs.
- Call 1-800-234-7832: Members can access their account balance and make payments over the phone.

- It will be illegal to keep a dog tethered outside;
- If it is hotter than 85 degrees or
- Colder than 32 degrees
- During a heat advisory, hurricane, or tropical storm and during a severe weather warning
- In addition, this law will increase tethers to 15 FEET and dogs must ALWAYS have a clean living area, food, water, shelter that is properly shaded, space to move around and exercise. All companion animals need veterinary care.
