1) Held budget workshop and set date for next budget workshop on March 30, 2010 at 7 p.m. at Town Hall.
2) Judy Suddith presented updates for Lord Fairfax Community College – Luray Campus. The Luray campus opened in January of 2006 and enrollment has increased each year with 175 to 200 students currently enrolled. Additionally, 146 high school students are dual enrolled so they are receiving college credits for some of their high school courses. At Lord Fairfax Community College you may obtain an Associates Degree in general studies or liberal arts, which is transferable to a university. There are many certificate programs available as well. They work closely with the workforce job center and recently received some grant funding to expand jobs. More information may be obtained by calling Judy Suddith at 540-843-0722.
3) Authorized improvements to the alley behind 506 Second Street.
4) Received a letter from Access Independence, Inc. requesting the Town help bring attention to disAbility Awareness Week, which is April 16 – 23, 2010. Council plans to adopt a proclamation at their next meeting. More information may be obtained at www.accessindependence.org
5) Authorized an increase in the donation to the Shenandoah Recreation Center (formerly owned by the Women’s Club.) The Town will now donate $1,000 a year to the center. The Town and a few other community organizations are allowed free use of this building for events.
6) Discussed invoice from VDOT for the Big Gem Park recreational access road. This invoice is in the amount of $18,977.69 and was for the plans in the amount of $15,710 and other work in the amount of $3,267.69, performed by VDOT in relation to their bid process.
7) Received form for Council to appoint Members to the VML Policy Committees. The deadline for appointments is April 23, 2010.
8) Received a thank you card from the family of Mildred Lam for flowers the Town sent. Mrs. Lam was the mother of employee Judy Jewell.
9) Heard the Luray-Page Chamber of Commerce will hold a tourism kick-off meeting on March 24, 2010 at 4 p.m. The Town will send a representative to attend and announce Shenandoah’s upcoming events.
10) Heard Shenandoah public works will borrow the Town of Elkton’s sewer camera to try to find the cause of problems in the manhole near Sixth Street.
11) Work Orders Requested for the following: clean out drains at 340 and Maryland Avenue; clean out drains at 340 and Pennsylvania Avenue; check manhole gasket in the Tenth Street area; install lock on cable at Big Gem Park.
12) Authorized a public hearing to review the adoption of a cigarette tax ordinance for the Town of Shenandoah.
13) Held a closed session regarding a personnel matter. No action was taken.
14) Parks and Recreation News: The River Park is being cleaned up from the recent flooding for the Easter Egg Hunt which will be at the river park on April 3, 2010 at 10 a.m. for children PreK-5th grade.; Romantic Get-Away raffle ticket sales have been extended and the drawing will be April 3rd at the river park. Tickets are available at Town Hall, Computer Center, Shenandoah General Store, and Hammer Insurance Agency.; $600 profit was made from the basketball programs and this money was put back into recreation buildings or activities for the Town.
15) Heard the Genie Company has restarted their second shift and it appears they will survive the bad economy. Council will begin a policy of visiting local businesses to give the Town’s thanks for the business and offer support in all ways possible.
16) Will advise the property owner at Third Street and Pennsylvania Avenue of the upcoming spring cleanup, scheduled for April 12-23, 2010, and the need to pile the junk in the alley so the Town can pick it up.
17) Council accepted proposal from KGP Associates, LLC to work with the Town computer center and develop a new website.
18) Agreed Racey Engineering could be the engineering firm to oversee the PENAC project for a water line to serve residents along Shenandoah River Road. Also, heard PENAC reimbursed the Town for the legal fees on this project.
19) Mike Uram suggested Council consider adopting cigarette ordinance for at least .15 cents per pack; consider paying their electric bills on the payment plan to defer some of the larger costs; and bring back the decal program. He noted he enjoys the Town meetings to hear all the proactive planning being done in Shenandoah.
