1) Held a budget workshop on the second draft of Fiscal Year 2011/2012 budget. Set up next budget workshop for April 26, 2011, at 6 p.m., at Town Hall.
2) A plaque was available for David and Lori Trent who won the March 2011 Community Enhancement Award for improvements to their property at 212 North Fifth Street.
3) Heard tourism statistics from the Chamber of Commerce which indicated increases from the previous year. A new website is available for locally grown products at www.pagecountygrown.com; the Chamber is developing a new quarterly newsletter for tourists and will be a great place to showcase events throughout the County; Friday and Saturday April 15th and April 16th anyone having a civil war era document may have it preserved for free at the Chamber Offices; they are looking for volunteers for the visitors center at Steven’s Cottage and open houses are also planned throughout the year at the Cottage to showcase local artists.
4) Discussed proposed agreement between the Town and the Shenandoah Indians to use a portion of the Big Gem Park area for ball fields. The proposed agreement will be amended and forwarded to the Shenandoah Indians for review.
5) Accepted the resignation of Doug Rudolph from the Town Planning Commission. Mr. Rudolph moved outside the Town limits, which prohibits him from serving.
6) Appointed Gary Patterson to fill the unexpired term of Doug Rudolph on the Town Planning Commission. This term expires November 8, 2014.
7) Approved a Raffle Permit for the Shenandoah Volunteer Fire Company through August 31, 2011.
8) Authorized up to $500 for the VIP luncheon held at Stevens Cottage on May 28, 2011.
9) Per the homeowner’s request, the Town will examine the sewer line with a video camera at 209 Second Street to determine if there are any issues with the line.
10) Received an invitation from the Town of Luray to attend their Arbor Day Celebration on April 16, 2011, at 1 p.m. on the Greenway. In the event of rain the celebration will be held on April 23, 2011.
11) Received an invitation to attend the public hearings on VDOT’s six-year plan for road and improvement projects. The hearing is scheduled for 6 p.m. on May 12, 2011, in Salem, VA. The Town will send proposals to be included in the six-year plan.
12) Received a public notice the water pressure may be reduced in Town during the week of April 16, 2011 through April 21, 2011 to allow for draining and cleaning of the Twelfth Street water tank. The Tenth Street water tank was drained and cleaned the week of April 3rd.
13) Received the March 2011 Town Vehicle Gasoline Log for review.
14) Received the March 2011 Police Report for review.
15) Received a thank you card from Dee and Keith Sampson for the Town’s thoughtfulness during the death of Mrs. Sampson’s stepmother.
16) Received information regarding the 2011 Stewardship Virginia campaign from April 1st through May 31st. Projects which contribute to conserving Virginia’s landscapes, improving water quality, providing improved recreational opportunities, and enhance fishing and wildlife may qualify. 17) Received a newsletter and an invitation from Choices for a charity dinner and auction on May 7, 2011 from 6 p.m. until 9 p.m. at the Luray Moose Lodge. 18) Received a copy of the press release from Page Valley Cycling regarding the bicycle race to be held on Shenandoah on July 30, 2011. 19) Heard there will be a fundraising event for the Rodriguez family, Choices, Page One, and the Life Center on Saturday, April 30, 2011, from 10 a.m. until 2 p.m. at Lord Fairfax Community College in Luray.
20) Received bids for replacement of the sidewalk on Virginia Avenue in front of the new Veterans Memorial Park area. The Town will try to obtain several more bids before making a decision on this project.
21) Received notice of a public meeting on April 13, 2011 at 6:30 p.m. at the Stanley Fire Hall to improve public awareness on bath salts and synthetic cannabis. All parents are encouraged to attend this meeting, which will include speakers from the medical, psychiatric and law enforcement fields.
22) Heard People Inc. plans to hold a meeting at Town Hall on April 13, 2011, at 7 p.m. to discuss their proposed houses in the Forest Knolls Subdivision. This will be an informational meeting for the residents in the subdivision and the Town Council Members are invited to attend as well.
23) Agreed to advertise the real estate tax rate at 29 cents per $100 of assessed value. The current rate is 25 cents per $100 of assessed value. Property owners should have little to no increase in the amounts paid due to the lower assessed values this year. At this point Council agreed to leave the personal property tax rate at 40 cents per $100 of assessed value, which is no change from last year’s rate.
24) Approved $930 for Letter Perfect to paint the totem pole at Wig-Wam Village Playground and paint 3 Town entrance signs.
25) Approved $3,600 for Ironwood Outdoors to complete the Green Trail construction of the Big Gem Park bicycle trails system.
26) Parks & Recreation News: Big Gem Park -Bicycle Trails are being maintained and new signs will go in soon; Easter Egg Hunt is scheduled for April 23, 2011, at 10 a.m.; a new sandbox has been installed; Parks & Rec Building - the batting cage at the Parks and Recreation building is open to the public on a first come first served basis everyday except for Sunday and donations are accepted to help defray the costs of electric for the building; repairs to the floor and steps are planned for the near future.
27) Heard KVK is planning a large addition to their building on Quincy Avenue and have purchased new equipment.
28) Heard a new restaurant will be opening soon in the old Shenandoah Grill building on 340.
29) Discussed another new business that is considering locating on 340 in Town. Council has requested the owner to attend the next meeting to discuss details and options for the storage required for this business.
30) Heard the Town’s insurance covered a piece of equipment at the sewer plant that was damaged due to a power surge.
31) Heard updates from the spring business technology seminar. Several citizens utilized this free service to build websites for their businesses. Council thanked Gary Patterson, Joyce Fluharty, and the other volunteers for making these events possible.
32) Heard Roger Alger sold his insurance company to Virginia Insurance Partners and they have relocated in the mill building on First Street. The business has expanded and hired several employees, and Mr. Alger still works for them as well.
33) Heard Shenandoah Bookkeeping will be relocating to the mill building on First Street and should be open in the new location on May 1, 2011. |
