REGULAR MEETING

 

OCTOBER 26, 2010

CALL TO ORDER

: The Shenandoah Town Council held its regular meeting on Tuesday, October 26, 2010, at 7:00 p.m., with Mayor Clinton O. Lucas, Jr., presiding.

 

 

 

The meeting began with the Pledge of Allegiance.

ATTENDANCE

: Council Members present were: Mayor Clinton O. Lucas, Jr.; Vice Mayor William Kite; Councilmen Russell Comer, Jr.; I. Michael Lowe; Richard Pierce; and Keith Sampson.

Council Members absent were:

Councilman Charles Jenkins.

 

 

 

 

Other Town Officials present were

: Larry E. Dovel, Town Manager; and Juanita F. Roudabush, Assistant Town Manager/MMC.

Citizens present were

: Planning Commission Member Guy Monger, Jr.; Carol Lee Strickler; Roger Alger; David Breeden; and Tiffany Aleshire.

OCTOBER 12, 2010, REGULAR MEETING MINUTES:

 

A Motion was made by Councilman Pierce, seconded by Councilman Lowe, to approve the Regular Meeting Minutes held on October 12, 2010, as presented.

There being no questions or comments, a Motion was made by Vice Mayor Kite, seconded by Councilman Sampson, to approve the bills, dated October 26, 2010, in the Combined Accounts Disbursements Warrants #29022 - #29050 in the amount of $58,649.47.

TREASURER'S REPORT

: Mayor Lucas read the Treasurer’s report, submitted by Treasurer Cindy Breeden, for October 26, 2010.

A Motion was made by Councilman Sampson, seconded by Councilman Comer, to approve the October 26, 2010, Treasurer’s report in the amount of $1,183,264.72, as read.

CORRESPONDENCE

Item # 1

– Mayor Lucas read a letter from the Town Planning Commission recommending Council approve the re-subdivision of lot request from Susan Kile, Roger and Joyce Alger, and Beverly Thomas for a parcel of property located on Gregory Street.

A Motion was made by Councilman Comer, seconded by Councilman Pierce, to approve the re-subdivision of lot request from Susan Kile, Roger and Joyce Alger, and Beverly Thomas on a parcel of property identified by tax map number 102A1-(1)-43, which will allow for a portion of the lot to be combined with the Alger lot and a portion of the lot to be combined with the Thomas lot, as presented on the survey plat.

Item # 2 –

Following discussion, Mayor Lucas and Council Members agreed the Town will participate in the Stanley Christmas Parade on Friday, December 3, 2010, at 7 p.m. 

 

Item # 3 –

Mayor Lucas read a flyer indicating the Shenandoah Crafters Annual Craft Show and Sale at the Shenandoah Elementary School will be held on November 6 from 10 a.m. until 5 p.m. and on November 7 from Noon until 4 p.m. Quality workmanship of handmade craft items and lots of delicious food will be available at this event. This is a fundraising event which benefits local community and volunteer organizations. More information may be obtained at 540-652-8404, 540-652-8854, or 540-249-3263.

 

 

Item # 4 –

Mayor Lucas and Council Members received information regarding the new hours for the Shenandoah Community Library as follows: Tuesday and Thursdays from 11 a.m. until 6 p.m. and Saturday from 11 a.m. until 2 p.m. Also, there is story time for all ages on Tuesdays at 11 a.m. and the Book Club meets the 3

rd Wednesday at 4 p.m. The library is located at 418 South Third Street in Shenandoah, and may be reached at 540-652-BOOK. Everyone is encouraged to use the library services to allow for its continued operation.

 

COMMITTEE REPORTS

WATER & SEWER

(Chairman Kite and Councilpersons Jenkins and Sampson)

It was noted Greg Vaughan previously requested assistance with water pressure issues at his residence on Seventh Street. Following a review of the matter, Town Manager Dovel reported there does not appear an easy or inexpensive solution to this issue. He noted the state health department requires at least 20 lbs. of pressure at the water meter. The Town looped a line and when tested in the spring, there was about 35 lbs. at his meter, which is well above the requirements. He noted 50 or 60 lbs. would be good, and some areas of Town have 70 to 90 lbs. of pressure. He explained the pressure reducing stations could be opened up some, but this would most likely cause water leaks due to more pressure on the lines.

Following more discussion, Vice Mayor Kite agreed to review the maps of the water lines in this area to determine if there is anything else that can be done on this issue.

 

STREETS & PUBLIC PROPERTY

Town Manager Dovel reported Norfolk Southern railroad is planning to have the underpass on 602 painted in the near future.

Following a brief discussion, it was noted the tree on Warren Avenue is located on the homeowner’s property. Therefore, the Town or the Virginia Department of Transportation will not be able to assist them with removing the tree.

POLICE, SAFETY, & JUDICIAL

TAXATION & FINANCE

(Chairman Pierce and Councilpersons Kite and Lowe)

Committee Chairman Pierce reported the cigarette tax has brought in more revenue than originally anticipated so far.

Councilman Comer inquired about the Town’s health insurance payments. He noted the percentage paid thus far makes it appear we may not have put enough funds in the budget to cover the amount needed to be paid.

Following discussion, Town Manager Dovel explained it is paid in advance to avoid penalties and the payments may overlap different fiscal years.

PARKS & RECREATION

(Chairman Sampson and Councilpersons Pierce and Lowe)

Committee Chairman Sampson then reported the following Parks and Recreation News:

Page Valley Tennis Association is holding a fund raising Halloween event at Big Gem Park on October 27-30 beginning at 7 p.m. The admission is $8.00 for adults and $5.00 for children under 12 (who must be accompanied by an adult), which will include a tour of the haunted trails. Friday evening there will be a kids night with craft stations and trick or treat stations as well.; Trees will be replaced at the River Park, which were damaged by beavers last year; work has been started on the Veteran’s Memorial Park on Virginia Avenue; good compliments continue to be received regarding the work of the Shenandoah Beautification Committee at the Town entrance signs and plantings and fall decorations in other areas of Town.

INDUSTRIAL, ECONOMIC DEVELOPMENT & PROCUREMENT

Committee Chairman Comer reported Fifth District Supervisor Jeff Vaughan is still working to set up a meeting between Stanley and Shenandoah representatives regarding the property maintenance code.

COMMUNITY SERVICE

(Chairman Kite and Councilpersons Jenkins and Pierce)

A Motion was made by Councilman Sampson, seconded by Councilman Pierce, to authorize awarding Community Enhancement Awards for work done on the house on Liberty Avenue and the apartment building at the intersection of Second Street and Pennsylvania Avenue.

Agreed the Town employee Christmas dinner will be held at Noon on December 17th at the Shenandoah Community Center.

# 1 - A Motion was made by Councilman Pierce, seconded by Councilman Sampson, to donate $150 to the Shenandoah Merchant’s Association to be used for prizes in their Christmas decorating contest for residences and businesses.
