1) Heard from Rob Goldsmith of People Inc., which is a non-profit community action agency, who assists with affordable housing, small business, and housing and commercial rehabilitation efforts in communities. They are funded by grants and private donations and have many free or low cost loans and programs available. More information may be obtained at their website www.peopleinc.net
2) Ron Schupner requested more assistance with repairs to his road. He also requested assistance with site distance being impaired by his neighbor’s overgrown shrubbery and weeds. Council agreed the Town would put down stone on the road where dirt was removed from the ditches for better drainage. Council heard Comer Lane, at this intersection, is apparently maintained by the Virginia Department of Transportation and they would need to take any necessary action on site distance requirements in this area. Council agreed the Town Attorney may be consulted to determine if the Town should become involved in this matter.
3) Brenda Haggett spoke representing the Shenandoah Merchant’s Association. The group is holding a Christmas decorating contest for businesses and residences in Town. They requested the Town donate $150 to be used for the prize packages being developed by the group. Council agreed to check the budget and determine if there are funds available. A decision will be made at the next Council meeting.
4) Reappointed Doug Rudolph to another four-year term on the Town Planning Commission.
5) Reappointed U. S. “Jack” Rinaca, Nancy Karnes, and Arnold Jenkins to another four-year terms on the Town Industrial Development Authority.
6) Approved a special event application for the “Terror Trail – Haunted Woods” at Big Gem Park. The event is a fundraiser for the Page Valley Community Tennis Association and will take place on October 27-30, 2010, beginning at 7 p.m. Also, on Friday there will be a kid’s night with campfire stories, trick or treating and arts and crafts stations. $8 for adults and $5 for children 12 and under. Children 12 and under entering the terror trail must be accompanied by an adult. Caution - Strobe lights will be in use during this event.
7) Received the September Town vehicle gasoline log for review.
8) Received the September Police report for review.
9) Authorized adopting a Resolution in opposition to any changes in the BPOL regulations, which would have an adverse affect on the Town’s budgets. The Resolution will be similar to the one recently adopted by the Town of Mineral.
10) Received an invitation to a seminar on health care reform and wellness programs by Valley Health. The event will be held on October 27, 2010, at 8:30 a.m. in Winchester. 11) Heard the Shenandoah Crafters will hold their Annual Craft Show and Sale at the Shenandoah Elementary School on November 6 from 10 a.m. until 5 p.m. and on November 7 from Noon until 4 p.m. Quality workmanship of handmade craft items and lots of delicious food will be available at this event. This is a fundraising event which benefits local community and volunteer organizations. More information may be obtained at 540-652-8404 or 540-249-3263.
12) Thanked Tim and Becky Williams who recently donated $500 toward a bridge to extend the walking track at the River Park and another $500 toward the public batting cage at the Parks and Recreation Building. 13) Received a newsletter from Choices, the Council on Domestic Violence for Page County, with their motto of “To prevent both domestic and sexual violence through public awareness and education, and to serve as a resource and safe haven to those affected.” The group provided services to over 800 men, women, and children during their past fiscal year in addition to providing information to school students on healthy (non-violent) vs. unhealthy (violent) relationships. 14) Received information from the Shenandoah Merchants Association that there are over 120 businesses in Shenandoah. More information may be obtained at their website www.shopshenandoahva.com

16) Received a notice from the Department of Environmental Quality for a public hearing to be held on November 9, 2010, at 6:30 p.m. in Front Royal, for the a proposed combined-cycle natural gas-fired electric generation facility in Warren County. 17) Parks and Recreation News: The cannon wheels have been removed and are being sent off for repairs. Thanks to Monger’s Welding who only charged $75 for the removal of the wheels even though it took several hours and a few employees to accomplish the task.; Repairs are being made to the garage door at the P&R building; JMU Crew Club finished another section of a public dock at the Shenandoah River Park; Basketball – Kindergarten clinic is underway with 9 participants; Girls basketball is underway with 88 participants from 1st thru 8th grades; Boys basketball will begin signups in late November and will cost $40 each.
18) Thanked the Shenandoah Beautification Committee for all the fall plantings and decorations. There have been many positive comments received in regards to all their hard work.
19) For the Good of the Town:
Guy Monger reminded everyone of the very important Board of Supervisors meeting to be held on October 19, 2010, at 7 p.m. at the Shenandoah Elementary School. He noted they are expected to make a decision on the Shenandoah Rescue Squad at this meeting and he encouraged everyone to attend the meeting. |
