Actions July 13, 2010 Print

 

1)      Council and Planning Commission held a joint public hearing and approved a special use permit request of Sheila Bentley to relocate her barber shop home business from Second Street to 418 Sixth Street. 

 

2)      Heard Christ United Methodist Church is accepting donations for their annual fundraising auction, which is held the first Saturday in October of each year.  This year the proceeds will support a second phase of the Veterans Memorial Park on Virginia Avenue.  Last year’s proceeds allowed them to purchase military stones engraved with the emblems of the five branches of our military, and flags to be centered behind each of the stone representing each of the branches.  This second phase will include granite stones that would allow the inscription of names of the Town’s military veterans and those currently serving.  Phase II will also include funds for foundation bases and the ground/site preparation at the site.  Future plans include selling spaces on the granite stones for engraving names and also benches to be placed in the park.  Council agreed to use other donations received for the park for some of the site prep work and permit fees that will be needed in the initial phase.

 

3)      Presented the June 2010 Community Enhancement Award to Loraine Deavers for improvements made to her property at 125 Quincy Avenue.

 

4)      Delegate Todd Gilbert announced there will be a meeting on economic development needs at the Luray VFW on August 4, 2010, at 2 p.m.  Mayor Lucas will attend as the Town’s representative and other Council Members may attend the meeting as well.  

 

5)      Received an invitation to the next Chamber of Commerce’s Business After Hours which will be held at the Shenandoah Speedway on Thursday, July 15th.  The meeting begins at 5:30 p.m. 

 

6)      Appointed Guy Monger, Jr. to serve on the Town Planning Commission for a term through November 2013. 

 

7)      Received information regarding a fundraising golf tournament from the Page County Public Education Foundation, which will provide scholarships to deserving graduates of Page County High School and Luray High School.  The cost of sponsoring a hole is $100. The tournament will be held on August 7, 2010, and more information may be obtained by calling Chris Mercer at 743-1030 or Rich Thompson at 743-4771.

 

8)      Received the June 2010 Vehicle Gas Log for review.

 

9)      Received the June 2010 Police Report for review.

 

10)  Received information about a seminar regarding property maintenance codes and other items for neighborhood stabilization and beyond.  The seminar will be held on July 29, 2010, at 8:30 a.m., at the Front Royal United Methodist Church located at 1 West Main Street, Front Royal.  Councilmen Comer and Pierce plan to attend this seminar. 

 

11)  Received a newsletter from Page One and their programs for the needy in our community.  Due to the economic conditions, Page One has assisted 2,078 people for the first four (4) months of 2010.  Their food pantries are running low and they are accepting donations of cash or food.  They especially need canned meats, cereals, juices, peanut butter, mixed vegetables and soups.  They also accept donations of good, clean reusable clothing, furniture, hospital equipment, household items, appliances, and mattresses.  Page One is located at 600 Comer Lane in Shenandoah and 42 West Main Street in Luray. 

 

12)  Received a notice from Chris Anderson that her position as the Environmental Coordinator was eliminated from Page County’s budget, effective June 30, 2010, and she enjoyed working with everyone over the past nine (9) years.

 

13)  Received a thank you note from the Page County High School Class of 2010 for the Town’s donation to their Baccalaureate Service.

 

14)  Received a thank you card from the family of Jordan Chrobot, who was killed in action in Afghanistan, for the Town honoring him and other veterans at the 2010 Memorial Day Ceremony and Festival.  Jordan’s mother Kandy Johns attended the ceremony with other family members.  Mayor Lucas noted Jordan’s favorite song was Trouble by Elvis Presley.  The song was played during the ceremony as the American Flag was folded and presented to Jordan’s mother.

 

15)  Received a letter from Ian Rudolph informing the Town he resigned as the Shenandoah Volunteer Fire Chief, effective July 1, 2010, due to accepting a paid position with the City of Harrisonburg.  The Assistant Chief Lester Hensley will resume all duties until their elections are held in August.  Mr. Rudolph noted he has enjoyed working with the volunteer fire company and plans to continue assisting the department in the future. 

 

16)  Heard the 2010 Riverfront Run/Walk was held on Saturday, July 10th.  The winner was Carolos Orellana with a time of 29:07 minutes.  Aaron Bradner was a close second in a time of 29:33 minutes followed by Nathaniel Huffman with a time of 30:35 minutes.  The runners were from seven (7) different states and included local residents as well.  There were a total of 50 runners and 10 walkers who participated in the event.  Plans are underway for next year’s race, which is a fundraiser for the Shenandoah Heritage Center.  Mike Lowe is the contact person at cell phone number 540-578-1923. 

 

 

 

 

 

17)  With new Councilman Mike Lowe filling vacancies left by former Councilwoman Connie Switzer the 2010/2012 Town Council Committees were set as follows:    

 

Water & Sewer:  Chairman William Kite, Charles Jenkins, and Keith Sampson.  Streets & Public Property:  Chairman William Kite, Russell Comer, Jr., and Keith Sampson. 

Police, Safety, & Judicial:  Chairman William Kite, Russell Comer, Jr., and I. Michael Lowe.

Taxation & Finance:  Chairman Richard Pierce, William Kite, and I. Michael Lowe.

Parks & Recreation:  Chairman Keith Sampson, Richard Pierce and I. Michael Lowe.   

Industrial, Economic Development, & Procurement:  Chairman Russell Comer, Jr., Charles Jenkins, and Richard Pierce.

Community Service:  Chairman William Kite, Charles Jenkins, and Richard Pierce.

Personnel:  Chairman Richard Pierce, Keith Sampson, and I. Michael Lowe.

 

18)  Vice Mayor William L. Kite was appointed to fill the vacancy on the Shenandoah Wireless Broadband Authority (SWBA).  This seat was left vacant due former Councilwoman Switzer not running for re-election to Council.  A SWBA meeting was set for 6:45 p.m. on July 27, 2010, just prior to the regular Town Council meeting at Town Hall.  Other members include:  Richard Pierce, Chairman; Russell Comer, Jr., Vice Chairman; Keith Sampson, Secretary/Treasurer; and Clinton O. Lucas, Jr., Member.  

 

19)  Work Orders: stop sign covered up by a hedge at the intersection of Coverstone Lane and Denver Avenue.

 

20)  Council discussed the need for regulations for horses leaving droppings on streets and sidewalks.  Also, discussed the need for reflectors on animals and/or wagons being driven in the streets after dark. 

 

21)  Council will review the request for a street light in the 700 block of Ninth Street.

 

22)  Heard the Town is obtaining prices for replacement of several light poles in the 500 block of First Street that were damaged in the fire.     

 

23)  Council noted several properties in Town are either being auctioned or foreclosed upon within the next few weeks.  One of the properties is zoned a combination of R3 and Industrial, while the other is zoned commercial.  The information has been passed on to companies who may be interested in at least one of the properties. 

 

24)  Parks and Recreation News:  P&R meeting will be held on July 14, 2010 at 7 p.m. at Town Hall.  2 picnic tables were purchased and will be placed at the River Park and Big Gem Park.  More will be purchased in the future.  Town employees and volunteers have watered the flowers and plants twice a day during the heat waves in the area.  The Page Valley Community Tennis Association is holding tournaments from August 7 through August 14, 2010.  Bradley Williams is in charge of the events and may be contacted at 540-435-4912.

 

25)  A draft of the Capital Improvement Plan was submitted for Council’s review.  Once Council Members have everything on the list, it will be forwarded to the Planning Commission for review and prioritizing.  After the Planning Commission reviews the list, a joint meeting will be set up with Council to review the recommendations.

 

26)  Agreed the Town should begin replacing office computers at least once a year.  Requested Councilman Jenkins submit a report at the July 27, 2010 meeting on which computer is needed to be replaced first and the cost of the replacement.

 

27)  Brenda Merica reported the 16 to 18 year old boys division of the Babe Ruth/Cal Ripken baseball team won the title for the State of Virginia, beating out Richmond.  The boys will now travel to TN to compete on the National level.  Monetary donations are being accepted to help support the purchase of uniforms, food, travel, and lodging expenses for the trip to TN next week.  Anyone interested in making donations may contact Brenda Merica at 540-652-1102.
