Actions-Town Council Meeting March 8, 2011
1) Authorized Ron Haney to set up a bait and tackle shop at the Shenandoah boat landing area during the 2011 season, contingent upon him removing the trailer and any trash on a daily basis, parking the trailer in an area that does not interfere with park users boats or trailers, obtaining a Town business license and any other required licenses or permits, and carries his own liability insurance.
2) Agreed the Town could sell a 25 foot section of property to be combined with Carroll Cubbage’s existing lot on Second Street and Virginia Avenue provided he pays for the required survey, the price to be negotiated, the Planning Commission review fee, and all legal deed work. Once finalized this would allow enough room to construct an addition onto his home and solve some drainage issues on his property.
3) Heard the old lodge building was inspected by a contractor who believes the structure can be saved and renovated. The current owner is planning to sell the property to another person who will take immediate steps to remedy any safety issues and then begin renovations in the near future.
4) Heard Mayor Lucas will present the Town’s upcoming events at the 3rd Annual Tourism Kick-off meeting to be held Thursday, March 10, 2011, at 5 p.m. at the BB&T Center of Luray. More information on this meeting may be obtained by contacting Chamber President Brianna Campbell at (540) 743-3915.
5) Rescinded motion and vote of 2/22/11, for warrants #29348 through #29383 in the amount of $79,995.91 and re-approved these same warrants in the amount of $77,493.34. This was required due to a banking error that caused the Town’s payment to SunTrust not to go through as expected. The payment issue was resolved and the amount was included in the warrants approved at the 3/8/11 Council meeting.
6) Adopted a Proclamation designating May 21, 2011 as National Kids to Parks Day, which encourages residents of the Town of Shenandoah to take their children to a neighborhood, state or national park on May 21, 2011. More information may be obtained at www.BuddyBison.org
7) Received February 2011 Town vehicle gasoline log for review.
8) Approved the revised list of Cruz In Fridays on April 29th; May 27th; June 3rd; July 8th; July 15th; August 12th; September 16th; and October 7th.
9) Received an event schedule for Motocross at the Shenandoah Speedway. More information may be obtained at www.shenandoahspeedway.com
10) Received a letter from Amy Wouters noting her objections to the proposed development in Forest Knolls Subdivision.
11) Received information regarding EarthCraft Homes.
12) Town will review lab testing facilities for the sewer plant to determine if a comparable lab can be found for a better price.
13) Will request VDOT allow partial lane closure of Virginia Avenue on May 27, 2011 to allow for the flag retirement ceremony to be relocated to the new Veteran’s Memorial Park area. If VDOT cannot approve a partial lane closure, the Memorial Day Committee will review other options.
14) Work Orders: Clean out all gutters and storm drains; install check valve at 400 Fifth Street.
15) Parks and Recreation News: BASKETBALL – The Town received $898.19 profit from the boys basketball program, which will be used for other recreation projects; BIG GEM PARK - The bike trail will be completed for approximately $3,500 to $4,000; signs will be installed for the bike trails; reviewing options for a permanent restroom at the park rather than continue to pay for portable toilets; there is over 100 tires that have been dumped at the park over the years; the county will waive the fee for 50 tires, but the Town may have to pay to dispose of the remaining ones; RIVER PARK – JMU crew club is considering constructing the stairway to the restroom building and they are reviewing constructing a building for storage of their boats; the Page County Tree Board is considering donating 5 trees for use at the river park; WIG-WAM VILLAGE PLAYGROUND – estimates are being obtained for painting of the totem pole; TENNIS COURTS – lights are being installed in preparation of the upcoming season. 16) Heard the Page County Broadband Authority will be requesting use of a small portion of a Town owned lot to store some of their equipment. The Council will be reviewing rules for use and how much to charge for use of the property at an upcoming meeting.
17) Heard from citizens who expressed concerns or had questions regarding a proposed housing plan for the Forest Knolls Subdivision. The Town previously provided a letter of support for People Inc. to apply for grant funding to provide down payment assistance to homebuyers who can obtain a mortgage loan and who qualify for the down payment assistance.
