REGULAR MEETING
NOVEMBER 9, 2010
CALL TO ORDER
: The Shenandoah Town Council held its regular meeting on Tuesday, November 9, 2010, at 7:00 p.m., with Mayor Clinton O. Lucas, Jr., presiding.
The meeting began with the Pledge of Allegiance.
ATTENDANCE
: Council Members present were: Mayor Clinton O. Lucas, Jr.; Vice Mayor William Kite; Councilmen Russell Comer, Jr.; Charles Jenkins; I. Michael Lowe; Richard Pierce; and Keith Sampson.
Council Members absent were:
None.
Other Town Officials present were
: Larry E. Dovel, Town Manager; Pete Monteleone, Chief of Police; and Juanita F. Roudabush, Assistant Town Manager/MMC.
Citizens present were
: Zelda Reiss; Mr. and Mrs. Thomas Reiss; and Jerry Good.
Media Representatives
: None.
RECEIVING OF VISITORS
# 1 – Mayor Lucas presented the October 2010 Community Enhancement Award to Zelda Reiss and Thomas Reiss for improvements they made to their building at 131 Pennsylvania Avenue. He noted the new siding and shutters have made great enhancements to our community.
Mr. Reiss thanked Mayor Lucas and Council Members for this award. He noted they are proud to be able to preserve this historic building.
# 2 – Mayor Lucas then presented the November 2010 Community Enhancement Award to Jerry Good for improvements to the house he recently purchased at 206 Liberty Avenue. He noted power washing the stone on the house, removing an old building, and trimming trees have made great enhancements to our community.
Mr. Good accepted the plaque and thanked Mayor and Council for this recognition.
OCTOBER 26, 2010, REGULAR MEETING MINUTES:
A Motion was made by Councilman Pierce, seconded by Councilman Sampson, to approve the Regular Meeting Minutes held on October 26, 2010, as presented.

APPROVAL OF BILLS:
There being no questions or comments, a Motion was made by Vice Mayor Kite, seconded by Councilman Sampson, to approve the bills, dated November 9, 2010, in the Combined Accounts Disbursements Warrants #29051 - #29104 in the amount of $79,134.82.

TREASURER'S REPORT
: Mayor Lucas read the Treasurer’s report, submitted by Treasurer Cindy Breeden, for November 9, 2010.
A Motion was made by Councilman Sampson, seconded by Councilman Lowe, to approve the November 9, 2010, Treasurer’s report in the amount of $1,171,572.20, as read.

CORRESPONDENCE
Item # 1
– Mayor Lucas and Council Members received the October 2010 Police Report for review.
Item # 2 –
Computer Center Supervisor Joyce Fluharty submitted a productivity report, which indicated 42 students have been trained in their classes thus far this year and more classes are planned throughout the month of November. Work continues on the Town website with just a few more categories to be completed. They are working on a virtual walking tour of some of the historic structures in Town. Their revenue continues to increase with classes and sale of flash drives, etc.
Councilman Comer inquired what type of information is needed for the Town’s economic development portion of the Town’s website?
Councilman Jenkins stated it would be what programs the Town has available for business incentives and information on previously awarded grants, etc.
Item # 3 –
Mayor Lucas read a flyer regarding the free Business Technology Seminar at the computer center on Saturday, November 13
th to assist businesses with creating logos, web banners, Facebook accounts, and instant websites. This seminar is open to everyone from Page and Rockingham Counties (including the Towns of Stanley, Luray, and Elkton), and citizens may sign up by calling 540-652-8164.
