Revitalization - Funding Received

October 1, 1998 - The Environmental Protection Agency (EPA) awarded a Brownfields Pilot Grant in the amount of $200,000 for an environmental study on the Big Gem tract to detect any contamination.

May 20, 1999 - The Virginia Department of Transportation awarded Transportation Enhancement Grant (TEA-21) in the amount of $54,000 for First Street landscaping, street lamp banners and kiosk on the municipal building, as well as welcome/entry signs and a historical marker at the river.

July 19, 1999 - The Virginia Department of Housing and Community Development awarded a Planning Grant in the amount of $15,000 to be used to develop a plan for revitalization and redevelopment.

January 2000 - In an unprecedented measure, the U.S. Environmental Protection Agency granted Shenandoah $15,000 for use in community arbitration and leadership training.  The program, the first of its kind in the nation, is to be used as a model for all "Brownfield" redevelopment sites in the country.

March 29, 2000 - The Virginia Department of Transportation allocated $175,000 from the Recreational Access Fund to build a recreational access road at the Shenandoah Boat Landing.

April 12, 2000 - The Environmental Protection Agency awarded a supplemental grant in the amount of $150,000, which increased their funding of October 1, 1998 from the original $200,000 to a total of $350,000.

June 1, 2000 - The U. S. Department of Housing and Urban Development (HUD) awarded an Economic Development Initiative Special Project Grant in the amount of $46,250 for the town to develop a Comprehensive Economic Development Strategy.

July 28, 2000 - The Virginia Department of Housing and Community Development awarded a Community Development Block Grant in the amount of $800,000 to revitalize the downtown area.

October 2002 - The Town of Shenandoah participated in a revenue-sharing project with the Virginia Department Of Transportation and Page County to replace sidewalks, curb and gutter on a portion of Third Street behind Shenandoah Elementary School, and replace sidewalks, curb, gutter, and pavement on Pennsylvania Avenue between First and Second Streets. The Town’s share of this $100,000-project was $50,000.

October 25, 2002 - The Virginia Center for Innovative Technology awarded a $1,500 grant to assist with the RUS Grant Application for the "Community-Oriented Connectivity Broadband Pilot Grant Program from the USDA-Rural Utilities Service.

November 3, 2002 - The Citizens for Shenandoah committed $1,500 to be used for Shenandoah's Broadband Project.

March 2003 - The Town received a grant for $2,000 from the Virginia Department of Historic Resources to go toward the fee for completion of the survey work and submission of the application for designation as a Historic District.  This award went directly to our consultant, Maral Kalbian.

April 15, 2003 - The Virginia Department of Forestry awarded a grant in the amount of $20,000 for the Big Gem/Shenandoah River Rehabilitation Project.  This represents a partial award of the original request for $25,000.  Part of these funds will pay for a part-time Project Manager.

July 24, 2003 - The Town received the additional $5,000 of the original request from the Virginia Department of Forestry.

September 24, 2003 - The Town was awarded a Community-Oriented Connectivity Broadband Pilot Grant in the amount of $643,493 through the U.S. Department of Agriculture, Rural Utilities Service.  This grant will be used to bring wireless broadband Internet service to our community and surrounding areas.  This grant will also be used to build a Community Computer Center in the Town.

October 21, 2003 - The Town was awarded additional funding for the Shenandoah Transportation Progression Project in the amount of $45,000 from the Virginia Department of Transportation through their Transportation Enhancement Program.  This will enable the Town to complete the streetscape portion of our revitalization project, which includes the installation of gateway signs on Route 340 (north and south entances) and on Route 602, a historical marker at the Shenandoah River Park, banners for the street lamps, benches, trash receptacles, concrete planters, hanging planters, and informational kiosk with historical signage, and landscaping.
